    Luxembourg is continuing its commitment to cleaner mobility. In February 2026, the government announced that Klimabonus Mobilitéit will be extended until 30 June 2030, giving residents greater long-term visibility when planning more sustainable ways to travel.

    For bicycles and Pedelec25 e-bikes, the currently published scheme offers 50% of the purchase price excluding VAT, up to €600, subject to eligibility conditions. For anyone researching an e-bike subsidy in Luxembourg, this can represent a meaningful contribution towards a practical electric bike for commuting and everyday journeys.

    What is the Klimabonus scheme 2026?

    Klimabonus Mobilitéit is Luxembourg's national financial support programme for cleaner forms of transport. It includes incentives for several zero-emission mobility options, including conventional bicycles, electrically assisted bicycles and cargo bikes.

    The subsidy is granted by Luxembourg's Ministry of the Environment, Climate and Biodiversity.

    On 20 February 2026, the Council of Government adopted a draft law intended to extend the scheme beyond its previous 30 June 2026 deadline. The government has announced that Klimabonus Mobilitéit will continue until 30 June 2030.

    The announcement also confirms that the environmental and social criteria introduced on 1 October 2024 for bicycles, pedal-assisted cycles and cargo bikes are intended to continue under the extended programme.

    What does the 2030 extension mean for e-bike buyers?

    The government has confirmed the continuation of Klimabonus Mobilitéit until 30 June 2030. However, the current Guichet.lu procedure for bicycles and Pedelec25 bikes still displays the previous purchase period ending on 30 June 2026.

    Anyone purchasing after that date should therefore check the latest official conditions before ordering. The programme itself is continuing, but the detailed application page still needs to reflect the extended framework.

    Who can apply for the Luxembourg e-bike subsidy?

    Under the currently published rules, the subsidy is available to private individuals residing in Luxembourg who buy a new bicycle for their own use.

    • The applicant must be a Luxembourg resident.
    • The bike must be intended for private use.
    • Adults and minors can qualify.
    • Applications for minors must be submitted by their legal guardian.
    • The bicycle must be new.
    • It cannot be intended for resale or export.
    • Only one bicycle subsidy per person every five years can be granted.

    The five-year period is calculated from the invoice date of the previously subsidised bicycle.

    The social eligibility requirement

    For conventional bicycles and Pedelec25 bikes purchased from 1 October 2024, the currently published conditions reserve the subsidy for residents who receive either:

    • a cost-of-living allowance; or
    • an energy allowance

    during the same year in which the bike is purchased.

    The Luxembourg Government has indicated that this combination of environmental and social criteria will continue under the scheme's extension to 2030. Buyers purchasing under the extended framework should nevertheless verify the conditions applicable to their exact invoice date.

    Which e-bikes qualify for Klimabonus?

    This is one of the most important points when choosing your bike. The subsidy does not simply apply to anything marketed as an electric bicycle: the vehicle must qualify as a Pedelec25 and as a “cycle” under Luxembourg's Highway Code.

    What does a “cycle under the Highway Code” actually mean?

    For this subsidy, the Highway Code classification determines whether the electric bicycle belongs to the eligible bicycle category rather than being treated as another type of motorised vehicle.

    An eligible Pedelec25 must:

    • provide assistance only in combination with pedalling;
    • combine the rider's muscular power with an electric motor;
    • have a maximum continuous motor output of 250 W (0.25 kW);
    • stop providing assistance once the bike reaches 25 km/h;
    • stop providing assistance earlier if the rider stops pedalling.

    In practical terms, this is the standard configuration used by road-legal European Pedelec25 e-bikes. Meeting these specifications is important because the invoice or supporting documentation must demonstrate that the bicycle falls within this eligible category.

    Legend Milano: a classic urban eBike

    For riders looking for a more traditional city-bike format, the Legend Milano is designed around comfortable, practical urban mobility and fits naturally into the type of everyday transport that Klimabonus is intended to encourage.

    All three offer a much closer match to the purpose of the programme than choosing a bike simply because a subsidy happens to be available. The goal should still be to buy an eBike that genuinely works for your commute, storage needs and daily routine.

    How much can you receive?

    Under the currently published rules, an eligible bicycle or Pedelec25 can receive:

    • 50% of the purchase price excluding VAT;
    • up to a maximum of €600.

    For example, if the eligible price excluding VAT is €1,000, the subsidy would be €500. If the eligible price is €1,500 excluding VAT, 50% would equal €750, but the grant would be capped at €600.

    This makes the aid particularly interesting when choosing a quality eBike for everyday use: rather than compromising on the bike itself, eligible riders can use the subsidy to reduce part of the initial investment.

    What about cargo bikes?

    Cargo bikes have a separate category. Under the currently published framework, eligible cargo bicycles can receive 50% of the purchase price excluding VAT, up to €1,000.

    They must satisfy the official definition of a cargo bike, including the required ability and payload capacity to transport goods or passengers.

    Can you buy your eBike online?

    Yes, and this is particularly useful for Legend eBikes customers.

    Under the currently published Klimabonus rules, there is no restriction on where the bicycle is purchased. It may be bought:

    • in Luxembourg;
    • from a retailer in another country;
    • or online.

    This means Luxembourg residents are not restricted to a participating local shop when selecting their bike. Under the current framework, an eligible customer can therefore purchase a qualifying Legend eBike online and still apply for the subsidy, provided all the personal, technical and documentary conditions are satisfied.

    That gives riders more freedom to choose the model that best suits them instead of allowing the subsidy to dictate where they have to shop.

    For purchases made under the extended post-June 2026 framework, we recommend confirming that this purchasing rule remains unchanged once Guichet.lu publishes the updated procedure.

    What documents are required?

    The paperwork is particularly important because it is also how the administration verifies that the eBike meets the technical definition required by the programme.

    Your invoice should include

    • Invoice number
    • Invoice date
    • Applicant's first and last name
    • Type of vehicle purchased
    • The statement “cycle au sens du Code de la route”, or equivalent evidence confirming that the vehicle meets the bicycle definition
    • Evidence that an electrically assisted bike does not provide assistance above 25 km/h
    • Purchase price excluding VAT

    This is where the Highway Code requirement becomes practical: it is not simply legal terminology. The administration needs documentation showing that the eBike really is a Pedelec25 falling within the eligible bicycle category.

    Bank and proof-of-payment documents

    You will also need a RIB or bank account identification certificate for the account into which the subsidy will be paid.

    Proof of payment can normally be provided using:

    • a paid and dated invoice stamped and signed by the seller;
    • a bank debit confirmation;
    • or a credit or debit card statement.

    Proof of social eligibility

    For conventional bicycles and Pedelec25 bikes purchased under the rules introduced from 1 October 2024, applicants must also provide the National Solidarity Fund decision confirming receipt of the relevant cost-of-living allowance or energy allowance during the year of purchase.

    How to apply for Klimabonus

    Under the current procedure, applications can be submitted through MyGuichet.lu or by post.

    1. Check your personal eligibility and the rules applicable to your purchase date.
    2. Choose an eligible Pedelec25 meeting the 250 W and 25 km/h requirements.
    3. Keep the full invoice and proof of payment.
    4. Prepare your bank details and proof of the qualifying allowance where required.
    5. Submit your application within the applicable deadline.

    Under the existing procedure, the application must be submitted no later than one year after the purchase.
